Municipal and county governments serving populations between 100,000 and 250,000 that have been looking for ways to build smart communities using Esri's geographic information system (GIS) technology now have the opportunity to place data creation and analysis tools and apps into more hands. The expanded ELA program provides a new vehicle for these jurisdictions to join the hundreds of governments that have already leveraged the program to expand the ArcGIS platform throughout their entire organizations. The ELA provides the software, training, and data that all government disciplines—such as planning, health, economic development, public safety, and public works—can use to improve employee effectiveness and communication with citizens. These governments can take advantage of the more than 150 ArcGIS for Local Government applications and open data offerings that act as the foundation for delivering smart approaches to government. This ELA is for municipalities and counties in the United States only, and pricing is based on population tiers, which previously were limited to governments with populations up to 100,000.

To update existing license assignments, choose the ArcGIS Pro level and extensions or app and click Update. To remove all checked licenses, click Revoke All. Note: Revoke All removes all checked licenses assigned to members. You cannot revoke ArcGIS Pro or Drone2Map for ArcGIS licenses from users who checked out a license. The Selected Members list is retained as you filter the Members and configure licenses. Your organization needs to be provisioned for ArcGIS Pro or specific additional products such as Navigator for ArcGIS before you see those products on the Manage Licenses page and can manage licenses for those products. For ArcGIS Marketplace apps, you only manage licenses that have been licensed by members. Items that have been licensed by the organization need to be shared with groups in your organization. Each product has a corresponding column that shows the number of licenses available to assign. The column graphics change color to reflect the percent of licenses available.
The breaks represent availability of more than 50 percent, between and including 50 percent and 20 percent, between 20 percent and 0 percent, and less than 0. It is possible for your organization to exceed the number of licenses available, resulting in a negative number available. This can happen if you assign licenses to your members but are later entitled to fewer licenses, such as if you make changes to your maintenance agreement or you are using trial licenses. Upon the expiration of any license in your organization, you must revoke the expired license so your organization's members are only assigned valid licenses.
